Tooltips on issue/mr comment mentions should not tell us the title, but the contents of that comment.

Problem

When someone mentions a comment, they intend for very specific text to be referenced to. In which issue or mr this comment may reside, may not even be important/first priority.

Currently the tooltip states the title.. which is not very helpfull. forcing me to click on it to find out what it is about:

Proposal

Let the tooltip show the first so many characters of the comment referenced. This way the user gets a sneak peak of the comment being referenced.
