DevOps Score and Cohorts should not be visible in Analytics if admin-only

Overview

At the moment, it looks like DevOps Score and Cohorts are visible in the Analytics menu on GitLab.com:

Both of these links 404, as I believe that these are configured to be only visible to GitLab administrators. If that's the case, we shouldn't present these as options in the left sidebar.

Proposal

When configured to be admin-only, only present DevOps Score and Cohorts to administrators. Do not present them as options in the sidebar.
