Active badge count / active tab border color

With the new navigation, we have different styling of active badge counts.

On the navigation, the active color is purple and the selected tab color is purple.

On other tabs (issue counts, etc), we are using our gl-text-color and a blue border to indicate the tab is selected.

This issue is just to make sure these are purposeful decisions.
