Show labels during issue or merge request creation

When creating new issue/merge request, you can select which labels get applied. Selecting multiple labels will have it shown in the menu as "devops:plan + 1 more", for example.

It would be nice to list out the actual labels that will be added, below the dropdown, in a similar style to the sidebar. Then we know exactly what labels will get added.
