Configure the amount of issues that appear in a board

Hi,

Provides a configuration parameter to define how many problems can be added within the Board.

This parameter would be per Board. Example: SALES board supports up to 10 issues, HR board supports up to 5 issues.

Motivation

A sprint, where it was discussed, agreed and defined between the areas (eg developers, business analysts and business people, PO) that in this sprint can only have up to 10 problems. Obviously, only one ADMIN user could define this parameter.
