Tags page layout needs improvements

Tags page has two layout bugs:

  1. if tag has <img> in Release notes — our tags page markup breaks (image not wrap to a new line)

  2. tag controls .row-fixed-content.controls need top alignment, what would tag-name was on same level with tag-controls
