Notification when new changes pushed to a branch

• This would be relevant in the scenario of a merge request.
• If I care about a WIP merge request, I probably care about new changes.
• An existing workaround is that when a user makes a push, they add a comment notifying everyone.
• Typically a user makes a push in response to some code comment. So others are already receiving notifications.
• But some people really want more notifications / tighter oversight.
• I think this might be too many notifications in many cases, since some people like to push frequently with small commits.
• Perhaps this should be part of custom notifications (https://gitlab.com/gitlab-org/gitlab-ce/issues/33621).
