Extend "latest artifacts" to include a "pipeline_status" parameter

Description

We have URLs to download latest artifacts, but "latest" means they are created by the latest successful pipeline on that ref.

It could be helpful to specify also the pipeline status to be "all" in order to alter the selection.

Proposal

Add another parameter pipeline_status that defaults to success but can also specify other values.
