The search bar in the header is confusing because it it contextual by default

Some of the feedback on the new navigation has been that the Search bar is now confusing because it is contextual by default.

Proposal

Put the search bar and New>Issue into the sidebar navigation, for better context: Sidebar is everything projectbound, top right corner is userbound
