Auto resize text box when editing a comment

We recently removed the resize option for resizing comment boxes because of a performance issue and because we already auto-resize the form. However, when you edit a comment, the form does not auto resize and there is no way to resize the box yourself. This is frustrating experience because you are limited to a small frame and content within a comment can get quite long.

We should autoresize the edit form to allow the user to see the full message when editing, with a max height of 500px (same as current).
