The ball slipped and we forgot to do gitlab-ce2024184 and gitlab-ce3412464 review for https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/9546

This is an issue about improving the gitlab-ce2024184 and gitlab-ce3412464 of that addition.

Note: We currently do not use popovers anywhere, so we should replace it with something we already use rather than using a new library for a small addition.

Suggested Improvements:

• Fix Hovering of the verified badge is different from hovering over our regular buttons
• Fix Loading indicator tooltip
