Reduce toggling inline styles in new nav

I still see a lot of inline style toggles being applied, I really think we should be toggling classes instead of toggling inline styles. Perhaps we can create a follow up issue for this part? From https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/12904#note_35789132
