API Deprecation

The Release notes for GitLab 8.17 (https://about.gitlab.com/2017/02/22/gitlab-8-17-released/) include a v3 API deprecation in favor of the new v4.

What exactly does this mean? Will the v3 API be completely removed and if so, when exactly does this happen? Generally, the concept of a versioned API is to allow older clients to continue to use newer versions of the API provider. So killing support for an older version of the API will lock out many users which have not yet updated their client code.
