"Create Merge Request" button displayed in activity when MR already exists

In a user's activity feed, IMO we shouldn't display "Create Merge Request" for a new branch when an MR already exists

As checking for whether an MR already exists or not can be expensive, we can just have a "Merge Request" link that will redirect to an existing MR or the create MR form as appropriate, like we do on the branches page:
