Improve accuracy of project statistics

Customer attempted to push 3 LFS files in a row, but project statistics only updated once:

It looks like we have an ExclusiveLease that only allows updates every 15 minutes to prevent excess I/O and database usage.

We should consider schemes that will allow us to update these numbers more frequently or eventually reach a consistent state.
