More flexibility in defining Slack notification service for pipelines

Description

Our Slack notifications for Pipelines are currently limited to the following options:

• Specify a notification channel
• Notify only broken pipelines
• Notify only default branch

Proposal

We need more finely grained control over what type of pipelines will do notifications. For example, it would be nice if we have notifications:

• on tags
• on specific branches
• success
• failure

Maybe we could just have a ref regex to populate the filter.
