Pipeline runner config is unclear - what's the state and what's the description?

The form looks like this:

Active [ ] Paused Runners don't accept new jobs
Run untagged jobs [ ] Indicates whether this runner can pick jobs without tags
Lock to current projects [ ] When a runner is locked, it cannot be assigned to other projects

The first option as an example - a user could read "X Paused Runners don't accept new jobs" which means - if I enable this option, then a paused runner will not accept new jobs.

The intent is to toggle whether the runner is paused, but then the toggle is called "Active" which is the inverse.

Parsing this requires too much effort from the user. The description and the label of the toggle should have some different font, or at least the concepts (Paused OR Active) should be the same in the description and the label.
