Images Lost After Project Migration into Subgroup

This is the exact same issue as gitlab-ce#1443, except we are seeing this occur again in a new version of GitLab (9.2.0).

We migrated a project into a subgroup (like Corporate/IT/Operations). After this migration, all upload links and images fail to load.
