More sensible ordering of initializers

In https://gitlab.com/gitlab-org/gitlab-ce/tree/master/config/initializers, we currently have 3 initializers prefixed with 0_, 2 with 8_, and 3_ and 4_ are somehow missing.

In EE we have one more starting in 0_.

We should probably figure which of these actually need to run before anything else, and in what exact order.
