Setting to indicate behavior when requesting nonexistent projects, for both logged-in users and non-logged in users

When not logged in and requesting a nonexistent project vi /public/project name, GitLab redirects to the login page.

Can we provide a setting so a user can change this behavior so it redirects to the top-level /public page.
