When Mattermost notifications integration is active and Issue checked (in GitLab CE 9.2.2), no notifications are sent when an issue has changes in its label list.

For example when an issue is moved in the board view from a list to another, as its "state" changes, one could expect to receive a notification to warn that the issue has changed.
