Let reviewers with write access rebase MRs

The "Rebase" button seems to be shown to the creator of the MR only. The workflow can be simpler if a reviewer would be able to push it by himself, if he has write access to that repository that is. (He could do it manually, so why not offer the button? Why let him wait for the creator to come by and push that button?)
