Change legacy ci_builds.commit_id to pipeline_id

Description

It appears that we still have ci_builds.commit_id field in the database. We already renamed most of the columns that are meant to reference pipelines to pipeline_id. We should rename ci_builds.commit_id to ci_builds.pipeline_id.
