Color code links to issues to signify whether they are closed or open

Description
We currently show the word (closed) when referencing an issue link that has been closed.
Proposal
Reduce UI clutter and color-code links to issues to quickly show the user if an issue is open or closed.
Considerations
Accessibility. Color-blind users may not be able to easily discern the difference between two colors, especially green and red which are most commonly used for open and closed.
