Notify a Merge Request Assignee that there merge request now has conflicts due to another merge

I was on a training call and a customer suggested that it'd be great if there was a way to notify someone that there branch has conflicts. The MR widget will tell you, but they were suggesting a todo.

Design

• create todo for assignee when mr gets merge conflict status
• automatically resolve todo's when conflict status is cleared
