Add the ability to run all outstanding manual CI pipeline steps with one click.

My company uses EE, and we have set various CI steps as manual to reduce the pipeline run time for developers that push regularly. The manual steps need to be run before final merge request review, but it's cumbersome to run each step individually. Current process is to click run on a step, then click back and refresh on the browser, then click run on the next step, rinse, repeat.

Proposal

We would like to include a "Run all" option in the drop down, or somewhere that is convenient for access from the merge request screen.
