Expose Pages URL - Make it easier for non-owners to determine

Problem

When using GitLab Pages it can take a while to find the GitLab Pages URL. It would be nice if we had some kind of URL information for a user to look up rather than having to go through the docs

For context: The Pages URL is exposed in the Deploy section for GitLab pages, and visibility into this can be adjusted.
