Add counter for how many times an issue was in a finished milestone

Description

I would like to know how many times an issue has been in a milestone that ended.

This can be particularly useful to determine which are my issues that keep filtering from milestone to milestone, which will allow me to revisit them and maybe break them apart.

I would like to see this in the issue metadata on the side panel, and in the issue itself when I open it.
