need SITEMAP.XML on gitlab deployments

Description

provide "sitemap.xml" functionality in the root of the user-facing WWW. Also, link from the "robots.txt"

Also, on "gitlab.com" there is a user squatting on this well known web-root directory entry.

Proposal

• Add functional module to create a sitemaps.xml dynamically
• Add reference for sitemap file to the "robots.txt" file. See: robots.txt
• Make sitemaps.xml a reserved name. See: reserved names
• remove squatter from gitlab.com
