When create issue in board, assign all attributes from filter and config

• When you create an issue in the issue board using the + mechanism, it should be created with all the attributes in the board filter and the board config.
• The board filter being the horizontal bar with temporary filtering.
• The board config being the persistent-with-board attributes.
• The attributes include:
  • Milestone
  • Labels
  • Assignees
  • Weight
  • Author
  • Emoji
• Even though if you clear the board filter later or change the config, the issue may go away from the view. That's okay. What's important is that all the labels are already assigned.
