Allow dependencies versions to be specified from forks

We have _VERSION files to specify which tag/branch to use for Gitlab Workhorse, Gitlab Shell and Gitaly, but this only works with the main repositories for these components. To follow our motto that "Everyone can contribute" we should allow components versions to be specified from other repositories to facilitate community contributions using forks.
