Rake restore does not handle "Sign-in restrictions > Home page URL"

Description

When migrating Gitlab from one server to another one, with a new domain name, gitlab-rake updates the URL based on "external_url", but does not update "Sign-in restrictions > Home page URL"

Proposal

When gitlab-ctl reconfigure is run, it would be nice to offer the choice to update that entry from the database when the "external_url" is updated.
