Use timezone in repository Charts / Commits per day hour

Description

The current Charts page for a repository includes a "Commits per day hour" graph. However, this chart always plots the time in UTC, even when the timezone is set differently.

Proposal

I propose that this graph be updated to plot the time according to the timezone configured.
