Wrong branch name for issues with cyrillic title

Summary

"New branch" button on Issue page gets incorrect name for branch

Steps to reproduce

  1. create issue with cyrillic title
  2. hover New branch button
  3. it has tooltip with new branch name like 1- or 2-

What is the current bug behavior?

Algoritm trims cyrillic symbols from issue title

What is the expected correct behavior?

I expected transliteration variant of issue title for new branch name.

For example:

Issue gitlab-ce#1 with tittle Правки available branch name is 1-pravki
