Creating a new branch from Repository -> Edit File is not intuitive

In master and pre-9.1, I just tried editing a file directly in the Web UI on dev (and locally), and I found it hard to figure out how to create a new branch.

Before: Type in the branch name, and a new button saying "Start a new merge request with these changes"

Now: Type in a branch name, click on "Create a new branch", type in the branch name again, and then click on "Create new branch".

This seems overly complicated.
