Gitlab performance enhancement challenge (Event)

This is an event proposal for coding competition such as TopCoder's SRM or HackerRank.

The flow

  1. Participants creates an MR
  2. CI running and calculate the performance improvement. (e.g. Responding speed at Issue index page: 100ms -> 50ms)
  3. Leaderboard will be updated by the result.
  4. If competitors find a bug on those MR, they gets extra points. (Like SRM's challenge phase: The Phases of the SRM)
  5. 1.~4. finish in 2 days
  6. MR coaches check those MR and if the MR is fine and should merge into master branch, give an extra point to the participants.
  7. According to the final score, Participants get rewards.

@markglenfletcher What do you think? It needs many preparations, such as customizing gitlab-ci.yml, building an external server for Leaderboard, etc, however, this event has a potential to improve Gitlab's performance.
