Make the filters on /admin/users toggles instead of a select list - like the 'Quick Filter' options on jira agile boards

Description

The UI for admin user search could be much more powerful if the search filters were modified to be toggles instead of radio-button equivalent.

Proposal

Change the filters to be additive toggles such that you could click "Admins", "2FA", "Blocked" to get a list of administrators that have 2FA enabled and have been blocked. Not all combinations are meaningful, but it would be useful to have the others.

This would also allow unchecking all the filters to search all userids in any state. Default would be to have only the 'Active' filter selected.
