licensing

Background:

as a small 4 person agency we run a CE with a lot of fun and ease.

• Problem 1:

We normally add a group / project per customer, and give the customer access (account in gitlab to the repository).

• Most of our customers never login into gitlab, but only get the email notifications.

• IMHO most of them should not be counted as active users for the license

• Maybe the licensing should not be calculated on the created (non blocked) user objects, but on the number of users really using the system.

• This can be limited IMHO for a number like 100 non blocked accounts

Having that change would also make it easier for small companies to easily switch to gitlab EE (like we want ...)

Also the license calculator should be displayed somehow in the gitlab CE backend, so that your customers have an easy way to request a quote with the correct information about usage etc.
