Refactor UserCallout (and other callouts) using Landing

A long while ago I started on gitlab-ce!7230 which introduced some functionality that UserCallout now provides.

The UserCallout class is a little too case-specific and when Landing is merged, it should be refactored out.

Along with any other of these callouts/landings. I remember there is one for cycle analytics
