Weird flow

With a relatively new installation, my welcome screen has an option to browse projects after saying there are 1 public projects on this server. Clicking on Browse projects shows me "No projects found". This is because we default to the Trending tab of Explore projects, and none of my projects have been starred, so I guess they don't count as trending. This is confusing.
