Commit messages shouldn't hard wrap at under 72 characters

Since a lot of people use 72-74 characters as a limit for their commit message bodies (e.g. this is what Git & Linus recommend), GitLab shouldn't hard wrap commit messages anywhere if they are less than this length, and there is sufficient room to avoid wrapping. I've noticed the merge request commits tab wraps at 65 characters, which can be quite annoying and hard to read if the message was wrapped at 72 characters.
