Add admin option to disable comment editing

Description

By default GitLab allows users to edit each others comments. This feature has some use cases, however, some organizations need immutable records of all development, whether for outside auditing purposes or simply internal requirements. By allowing an admin to disable comment editing, GitLab could easily provide this functionality.
