Select Web Hook method for request

To implement a method for WebHooks to perform a GET Request for specific URLs that don't support POST, such as those used in RedMine.

To have RedMine GIT URL triggered repository scans to work.

Add a new selection box for the WebHook dialog, and appropriately modify the code for performing POST actions.
