Add new file web form does not show complete path

Description

• Go to any subdirectory.
• Click the new file button, e.g. https://gitlab.com/gitlab-org/gitlab-ce/new/master/doc/development
• The path at the top of the page implies you are creating from the root directory, which is misleading.
