Add "Updated By" to Issues Browse

Description

I use GitLabs to track project issues; and one of the things that is hard to tell is when several people are using the issue tracker to know if the issue has changed any since the times and numbers of responses all kinda jumble together when you have dozens of issues going.

Proposal

I would like to see the "Issues" browse change to show the last updater who made any changes. So the ending would be "by {USERNAME}"
