Make it possible to run compat_check_ee on forks

Currently, the compat_check_ee build job only runs on branches within the gitlab-ce repository. This is mainly because community contributors should not worry about EE. Also there may be licensing concerns (gitlab-ce#25940). However, some forks are created by GitLab employees and also the licensing concerns may not apply to shared runners.
