Limit GitLab Runners by project visibility

Description

In some cases it'd be beneficial to limit GitLab Runners by project visibility.

For example, public projects can frequently run any Runner without much security concerns while private projects may need to be limited to certain Runners. Yes this can be accomplished using tags but it'd be nice to make sure certain Runners never run private projects.
