Let search filter tokens wrap instead of scroll

Description

Horizontal scrolling on a desktop is kind of a pain, and should really only be used for features like issue boards. As of now our search/filter bar scrolls horizontally if you add a certain number of filters.

• This ends up looking ugly in IE
• You can't see at first glance which filters you've already used
• When you scroll back and forth on a Mac, the scrollbar covers up half the container so you can't read it
• Not everyone has a trackpad

Design

• Tokens wrap when there are too many of them to fit in one line
• A token is never divided. Its two halves are always on the same line
• The height of the text field increases so you can see every token at the same time
• Plain text search terms can wrap to the next line
