Configurable Hotlink Bar at the top of the page to jump directly to specific web pages

Description
Using the native GitLab U.I. it takes a minimum of 5 clicks to open a project: 1) Hamburger 2) Groups 3) Explore Groups 4) Select Group 5) Select Project
Using a configurable Hotlink Bar that could be 1 click or, at worst, 3 clicks: 1) MYGROUPS 2) Select Group 3) Select Project
The Hotlink Bar is also a useful static reference point for links to internal support, team documentation and T&Cs.
Proposal
Add an optional configurable Hotlink Bar at the top of the GitLab U.I. for static high use web page links.

The following screenshot illustrates how we are working around this lack of support for configurable hotlinks at present (v8.16.6).
NOTE: We are using the GitLab message bar as a static Hotlink bar. It's not technically elegant but it looks good and gets the job done :-)
