It's hard to find your users (approvers, assignees, ...)

Summary

In a select-a-user field like the approvers field oder the assignee field, all users of GitLab are displayed and searched for (which are many at GitLab.com). When you start typing the name of a group/project-member like michael, you'll find ten thousands of users with the name but not the one you're searching for. You have to know the exact user name or emailadress to find your coworker.

Steps to reproduce

• Create a MR
• Click in the Approvers field
• Search for a user in your group by typing 3 chars
• You'll find him/her

What is the current bug behavior?

All users of the GitLab installation are displayed/search and there is no order.

What is the expected correct behavior?

The group and project members should be displayed at top of the list or even better in an own section. Searching by typing should also suggest project/group members first.
